Why is there a double standard regarding public nudity?

Here is the situation. If a man is standing in front of his apartment window naked and a woman walks by and looks in and sees him, she will call the cops and he will be arrested for indecent exposure - fair enough - but if a woman is standing in front of her window naked and a guy walks by and looks in and see her she will call the cop and he will be arrested for being a peeping tom; either way the guy is one getting arrested. I have two questions: Do you agree that this scenario would indeed play out like I described it, with the man getting arrested either way? If you agree, then why the legal and societial double stardard, why does society (the cops and everyday people) put up with it and not hold the woman accountable for her indecent exposure or her being peeping tom?
